We solidify our position as a fair and ethical operator in annual POPLA report.
POPLA (Parking on Private Land Appeals), the independent appeals service for Parking Charge Notices issued on private land, has recently published its latest annual report and we are delighted to announce another year of industry-leading results.
Civil Enforcement Limited, which provides the operational and enforcement services on behalf of its sister company, Creative Car Park, achieved an 86% win rate for the period October 2022 to September 2023. This means that when a motorist appeals against a parking charge (PCN) issued by us, in almost nine out of ten cases, the PCN is deemed by the independent appeals service to have been validly issued by us and is allowed to stand.
Our total win rate, including cases withdrawn before they go through the POPLA adjudication process, stands at 77%, which is also higher than any of the other major private parking operators.
These results demonstrate the rigour and technical accuracy of our systems and analysis process and the robustness of our initial appeals process – and underlines our aim to “get it right” for our clients by only issuing parking charges when we genuinely believe parking terms and conditions have been breached.
We feel this professionalism and integrity in our approach to car park management is hugely important, especially in a year when POPLA received a record year of submitted parking appeals from motorists – 93,085 in total, up 10% on the previous 12-month period.
The chart below shows how our total win rate, including withdrawn cases, is leading the industry compared to the largest operators (those with more than 2,000 POPLA cases adjudicated during the reporting period). We have also included the total number of submitted appeals for each operator.
POPLA (Parking on Private Land Appeals) is the UK’s largest private parking appeals scheme, handling appeals from motorists who believe they’ve received incorrect or unfair parking charges.
POPLA’s annual report takes into consideration all appeals submitted between October 1st and September 30th. It includes data from all private parking operators that belong to the British Parking Association (BPA) and use POPLA services.
